ON PRESERVATION AND HUMANITARIAN SECURITY OF THE MANKIND
The development issue is taking on special significance in the modern phase of history. This issue has transcended the national framework long since and cannot be limited to merely social, economic or cultural changes leading to the improvement of quality of peoples’ life. Today, it has to be understood by the whole humankind as a global issue of protection of civilization and preservation of humankind.
Is there a consensus regarding these views in a modern world? As it is known, issues of preservation of people constitute a special topic on the national agenda of any country since people are its main resource. From the historic perspective, the idea of preservation of people was defined in Russia by the great Russian scholar M.V. Lomonosov and in our time updated and supported by many of today’s scientists and public figures. It would be sufficient to name A. Solzhenitsyn and President V. Putin.
Nowadays, heightened interest to this issue in many countries is associated with the need for adoption of strategic models of development, the risks mitigation and overcoming of challenges of the modern global world, the aim of understanding of secure and stable development. As is well known, the empirical diversity of humankind has been present in the historic experience both vertically and horizontally, establishing itself in heterogeneous social structures, in social and cultural diversity and differences. However, as the world was becoming interdependent and universal, the statement of diversity and variability was increasingly supplemented with the search for universality whose idea had been born in the ancient world.
During those times, the question “What is human being?” emerged; it continued to exist throughout all times in the interchanges of good and evil, love and hatred, war and peace, revival and decline of cultures and civilizations, births and deaths of millions of people. As we all know, today’s world is changing fast in the eyes of a person; new educational and information technologies offer not only better opportunities for development and preservation of humanity, but also present global challenges on the planetary scale that need to be realized and, through governemental actions, turned into goal sets for civilizations development.
Unfortunately, planetary self-consciousness has failed to preserve approaches developed in ancient times and determined the harmony of an individual as the primary prerequisite for existence of the terrestrial and cosmic world order.
Tragic social characteristics of the modern world which teems with destruction of nature, society and an individual’s inner world and which loses its essence in a mass selfish culture, destroying its moral and physical well-being, make us ponder over the fate and future of man. Additionally, the world faces problems of global nature and unprecedented complexity that have a powerful impact on the very foundations of civilization existence and man.
There arises a major civilization question: to what extent do the characteristics of the modern world coincide with the agenda of humankind itself? Are today’s world order and human resource sufficient for determination of basic possibilities of development and management of the global world that is advancing today in an almost unrestrained manner to the detriment of man, development of human potential and preservation of humanity?
Take notice that humankind’s resource that determines the existing world order is comprised of many activities types and nations achievements. Unfortunately, today, spirituality and morality do not occupy an appropriate place in this process. However, humankind cannot advance successfully without purpose and goal; hence, it should find its imperative that is necessary for its preservation, steady and secure development.
Earlier, nations were involved in gruesome conflicts and wars aimed at “changing” or destructing others. Today, the whole humankind must realize the danger of such actions and their consequences, realize its responsibility for what it has committed and understand its essence and the inherent value of human life as its own meaning and imperative of the universal human dimension of the multi-polar world, where in today’s conditions of an unstable and dangerous world war is a popular means, with destruction of universal human values and purports, with a barbarian attitude to nature and man, where primary importance is still attached to the objective of building a secure and harmonious humanitarian space, with emphasis on new rules for interaction, where virtue will become an absolute law and necessity both for man and humankind.
As we know, wars, stress and fears cause man to feel estranged; they ruin his inner world, thus destroying peoples and countries. From this perspective, the most dangerous ideologies inspiring misanthropy and hostility are fascism, nationalism, racism and terrorism which played and continue to play a notoriously tragic role in the history of human civilization. These and similar ideas must be removed from the spiritual arsenal of humankind both on national and global scale.
It should be noted that any goal-setting activity of man is always immanently connected with the axiological component and various interests; value orientations always occupy a key place in different social models and structures, forming not only their empirical variety, but also determining their universality as a possibility to acquire stability and development in the broad sense.
As it is known, interrelation of many factors of the natural, geographic and historic environment, social and cultural features of civilizations both within the boundaries of a nation and society in the long term determined modern integrity of humankind as one world. However, forming its new identity nowadays, humankind must choose its common path of development determining for itself its main regulator or development imperative coordinated with the new rules of security and responsibility.
In this regard, the whole global community must understand that only an individual with morals can first and foremost guarantee the existence and development of the whole humankind; this way humanitarian self-determination is today’s crucial aspect and system-building factor of the whole civilization development. As it was noted by the great Russian writer Lev Tolstoy, “...the whole life of humankind, with all its complex and diverse activities, seemingly independent of morality, both public, and scientific, and artistic, and commercial, has no other goal than greater and greater realization, affirmation and availability of moral truth.”
It won’t be an exaggeration to emphasize that in today’s conditions humanism and spirituality, which historically emerged as an alternative to barbarianism, serve as principles of man’s return to the realization of his path, meaning of life and universal dimensions of the world.
The subject of forming a new valuable approach declared by UNESCO General Director I. Bokova as “new humanism,” the subject of the new spiritual and moral order and mutual social and mutual moral responsibility of man, state and society must be present in all internal policies and legislations of states, in the new rules of interaction between government and civil society both on national and international scale. Development of a future society model must be aimed at protection of cultural heritage and preservation of humanity as a whole and be carried out in the course of their interaction in modern conditions taking into consideration the inner need of people and man himself for their identity, social security and moral world order. The whole world needs humanitarian modernization that could facilitate establishment of humanism as a national and universal principle of development; development of human capital has emerged as the priority task that must be solved by all governments and nations.
Humanistic modernization is an essential preventive condition for implementation of all other reforms because any reformation experience without account for nations’ values and purports will always be half-hearted or unsuccessful and will cause their estrangement. As we know, spirituality and morality in the realm of humankind developed in the course of man’s interaction with the world, in all its national, historic, social and cultural variety. In this context, it is necessary to note that “humanism” and virtue are natural and interrelated aspects of humanity preservation and its stable
Nowadays, the need for the emergence of new global public conscience is urgent like never before, with the understanding that values and purports are a special tool in building a nation and humankind. Today, understanding of new approaches to forecasting life and humanity preservation against the backdrop of declining spiritual and moral culture is connected with the higher status of “common good” and “inherent value of human life.” This is the foundation for all who strive to preserve human civilization.
It is necessary to keep in mind that democracy itself, as a way of governing a society, cannot be an adequate technology of a stable and solidary system of social and government relations without the moral component of legislation, lifestyle, culture, and rules of conduct. Unfortunately, the moral resource of humankind is not used in full in today’s world; only partially are examined strategic foundations for preservation and civilization development, which should be the primary task for humankind today.
This is why we are faced today with the task of comprehending such system-building concepts as “being”, “man”, “meaning and inherent value of human life”, “humanism”, “security” and “responsibility,” which today must be not only an object of conceptual philosophical speculations, but must acquire a status of universal criteria of development. Substantive analysis of these key categories of human civilization must underpin modern decisions made at all government levels, both national and international, and must coordinate enormous contradictions and challenges of global systems, turning the diverse, multi-polar world towards preservation, unity, and development.
